I have the option C for 2013. But the only thing that is confusing me is that my status in Canada changed from on study permit to permanent resident in 2014. i don't think that matters. i don't think your status is on the option c. if you're not sure, you can always submit the application as is, get your taxes done and request an option c "just in case". generally, it will take 4-6 weeks after filing taxes for an option c to be available. it will not be available upon filing.
