I had send my Wife's File beginning of November and havent heard anything from immigration Canada. Can someone advise how to approach them to atleast get a File number that is assigned to my case ?

This is not too early to ask CIC for clarification. The OP filed an outland application through Islamabad visa office, therefore first stage approval with outland applications happens after a month. Case Processing Center Mississauga takes about 33 days to approve the sponsor. Obviously, the OP should have gotten a reply from them 2 months ago.

If you put an email address on your application, usually all correspondence is through email.

So either their email to you for sponsor approval went into your junk folder, you entered it in wrong, of someone at CIC typed it into their system wrong.

You need to call them, and they will tell you what your current status is over the phone. They can re-send the sponsor approval to you if needed.
