This is not true - applications for Mexico, the US and Bermuda do not go to Buffalo first before being sent somewhere else. You probably got that idea from the countries listed on the Region Specific Guides - but that's not how it works. Here is the
list for countries and the corresponding processing offices; Buffalo processes only applications for US citizens, and for people with valid temporary status in either Canada or the United States. There is no mention of them processing applicants from Mexico or Bermuda.
As far as sending out to other visa offices to expedite processing - the only visa offices that Buffalo sends aps to to expedite processing are visa offices within the States (Detroit, Seattle, NYC, Los Angeles) for US citizen outland applicants. They would not keep an application for someone who doesn't have valid temporary status in the US or Canada. The OP's spouse is a Mexican national who is living in the States without status - that's why the ap went to Mexico City.

OK, first of all - the "criteria" for his application to be processed through Buffalo would be that he was legally admitted, on his initial entry, for a period of at least one year . . . and you say he wasn't. So he was never eligible to have his application processed through Buffalo. CPC-M made a mistake in sending the file to Buffalo in the first place, but that was probably because they looked at the residential address in Dallas and failed to make the further determination of his temporary status in the States before they shipped it out. So it would not have gone to Buffalo regardless - it should have gone straight to MC.
The 6-15 months timeline is for Mexico City - that's from the time they receive the file. Buffalo likely did not do anything as far as processing is concerned - it wasn't their file to process.
