yes after CIO complete the ELIGIBILITY then transferred to CPP-O.

But my case is weird, i applied to sydney last february (28th), they transfered my file to ottawa in may (i knew it because i sent an email to sydney and they asked to contact ottawa since they don't have my file anymore) and my ecas is still application received

then my friend may be you falls in our group where CPP-O is primary office.sorry but now you have to wait little bit (dont know how much) .Since they are working on june to september 2012. but I am not sure..

One thing I have seen my file went in process exact one year after the first AOR from CIO and due date was also for eligibility and criminality(in my GCMS) was same.I dont know if there is some relation between them.

Are you in Canada applicant ? If yes then you can apply yourself for free. .just go to http://www.cic.gc.ca/english/pdf/kits/forms/IMM5563E.pdf

choose PRIVACY ACT because its free. fill up the form ,print it and sign it and email it to given e-mail address. you have to provide one proof of your address(bank statement or your driving licence or any other bill).

I knew someone applied last year (the end of May) to sydney and get Pr in November last year, while all the buffalo files are backlog. You guys can guess but it is so random.

How would you explain my case and HLR? We are processed by cio. I applied in april 2013. And it went in process in Sept 03. I still havent heard anything since but it is defintely strange. It doesnt follow your hypothesis.
