thanks harvie. you cannot imagine how much I hope to be wrong. I might be so paranoid after seeing all sort of tricks from these visa offices. you just saw qsw applicant named loftpopo who applied in may 2012 went in process on 15 sep 2013 got ppr last week (in about 3 weeks). so we cannt say anything if cpp-o wants we can get ppr in 2 weeks.
I am also following the pnp nov 2012 applicants who went in process in sep 2013 got ppr after 4 weeks.
and about HLR (and may others) I think his file was in cio (nova scotia) file was processed in cio. now as his file went in process that means his file has been transferred to cpp-o. For HLR the cio was his primary visa office and all the processing was done by cio.
For me (may for you too) primary office is cpp-o. this i have seen in my GCMS report.

I also have the similar point of view. I think there are few other factors which play some role. e.g if you are in Canada applicant or if you have gone out of Canada during your stay etc. harvie is right as I got my GCMS notes last month and it was mentioned that my file is in CIO and not CPP-O. I sent few emails to CPP-O but I got reply from CIO.
