Federal Skilled Worker V.S. Canadian Experience Class

Good afternoon everyone,

I have a brother who meets the Federal Skilled Worker requirements and points (and then some). However, when the express entry profile is entered his score is sub 400 because he does not have any Canadian Experience. However, he is only 29, speaks English (CLB 7), has a university degree (WES approved), and has almost five years of experience in his job aborad. He also gets 5 points in the FSW factors because I live in Canada, and he gets another 5 points because his wife has CLB 4 (according to: https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/express-entry/eligibility/federal-skilled-workers.html). So how can people living outside Canada compete with CRS scores of 476, do Federal Skilled Workers get graded differently?

No difference, it's just harder to score 470+ without Canadian work experience or education, or a provincial nomination. You need to be under 30 with CLB 9/10 English scores and a master's degree, or French proficiency.

So how do "normal people" get selected for express entry then? I see a lot of people applying for PR with CLB 7 and a degree and getting accepted. Are there other streams?

Express Entry handles FSW, CEC, FST, and PNP streams. If you don't have Canadian education or work experience, a skilled trade, or a provincial nomination, the only stream available to you is FSW, for which CLB 7 and a bachelor's degree are not enough.

Oh really, weird I thought it was enough as per the factor points listed. He has above 70 they only require 67.

The 67 points is just the criteria to qualify to apply. It doesn't determine whether you're going to be selected from the pool of applicants (tons of people qualify). For the FSW points system, it doesn't matter if you have 67 or more. You just need to meet the 67 points.

What determines if you're actually going to be selected is the CRS points. Unfortunately your brother is falling short here with sub 400.
