Just a quick question:

Context:
For our proof of English or French language ability, we're using
  • diploma, certificate or transcripts from a secondary or post-secondary education program in Canada or abroad, where the language of study was English or French
To be precise, we have our transcripts and a certificate indicating that English was the medium of instruction.

Question:
Will it matter if the program was completed or not? My wife was on her last semester and did not complete her college program.

First of all, this may not be the best place to raise up this question. You can always open a new thread under citizenship forum. However, in regards to your question, I think it does matter if your wife completed the program or not. You can always try to submit anyway. Also, I suggest you to do a Educational Credential Assessment (ECA) which will indicate how your international credentials compare to those offered in Canada. This is a very strong evidence to justify your English ability. You can find this service at UofT, here is the link: https://learn.utoronto.ca/comparative-education-service. I hope it helps.

Question, I just saw the ECAS updated the status to "Application Received", does it mean that they start to process our case? or there is another status called "In Process" after "Application Received"? Many thanks!

So you mentioned that you got AOR, did you get that by email?
If you click on "Application Received" link (in ECAS), how many lines do you see? Can you copy the content here?
