YEs, work reference letters, NOC, job duties et al are checked during eligibility. You can change your employer anytime, since your application is locked when you submit it. Any change post submission do not matter.Hello

*Just would like to ask if checking of work experience (ref letter noc etc) falls under the eligibility stage?
I’m looking at getting a better job, and if my eligibility is passed, is it safe to say that I can change employers while waiting for PR decision? Under open work permit.

However, if you claimed points for arranged offer of employment, then you may not be able to change your employer, as a part of the offer has a condition that it will be "for at least one year after we issue your permanent resident visa."
If you leave your employment, then this will no longer hold and this in effect withdrawing your offer of arranged employment.
