Actually Edmonton is not my local Vo. I live in Ottawa and not sure why my file moved to Edmonton after everything was cleared.

Dont worry. I submitted on the same date as yours and still waiting for it. Looks like who received ITA in jan and submitted around 15-20 Feb are receiving MEP/BIL.
