Pre-arrival is sent to the PA on GC Key and basically its an invitation to join services available to new comers to settle down in Canada. DM is decision made, this is updated on ECAS once decision has been made for the PA.
Usually getting pre-arrival is a good sign as it indicates the application has been reviewed and DM should be issued soon after. But again not every gets pre-arrival I think, some people gets DM before getting pre-arrival.

Saying based on my knowledge and what I learned from this forum when we got our pre-arrival letter.

No idea why they aren’t giving DM or PPR when so many of us with pre arrival..all a waiting game!
Not sure how they can give DM, PPR and/or COPR before the PA submits biometrics? Unless they come up with any other alternate route to over come this pending biometrics issue many of us facing.

There are people who have already given Biometrics before covid and they have pre arrival now from Ottawa for Indian PA still they don’t have DM. So I don’t think it’s the biometrics issue..

Since VFS in India are closed, PA travelled to Dubai and provided biometrics. Do we have to update this trip details in travel history and submit to IRCC?

As per AOR email, these are the scenarios you should update them.

When should I contact CIC?

• Change of contact information (e-mail, mailing address, telephone number)
• Appointment or change of immigration representative or designated individual
• Decision to withdraw your application
