Could it be possible they are holding on to files to return them for those who applied in Feb and didn't receive AOR ? Most probably for incomplete files .
I don’t think so. I think the cause , lack of staff and proper monitoring.

I don't think so either. I guess, they divide the applications and assign them to agents in groups of 10 or 20. I speculate that all these still waiting AOR applications are might be with the agents who are either in extended leave or not working due to kids or just you know slacking. Hope they will pick them up soon (or) reassign them to other agents. Hope you all get AOR soon. Good luck!

hey all, I was looking through my application and noticed that for my work history I entered in a wrong year by accident/typo. I wrote that I was unemployed from 2019-09-24 to 2018-10-18. so I wrote 2018 instead of 2019. I submitted Feb 28 but haven't got my AOR yet. Does anyone know what I should do or if they will send it back because of that oversight?

I made a mistake too I wrote passport issue location online instead of the country location because I applied online for my passport I am thinking way to much damn cic just give me my AOR so I can rest

Receiving AOR does not mean that application is completed.

My application delivered on Feb 10th 2020 no AOR yet. Called CIC and asked if I can escalate. As it is not fair that even April submitted applications received AOR but still Feb are waiting. I said if the person is on vacation they should assign to another person and work on first cum first serve basis. She said I can give feedback nothing more. People who all are waiting you can search 'How to submit your feedback' on CIC and raise the voice.

What was the reason given by them for the delay?

I strongly believe AOR is only received when the file is complete. If file is incomplete they will return it with no updates on our file.
Here is what IRCC says:

Application Received:

Your application has been received at the Case Processing Centre in Sydney, Nova Scotia. Immigration, Refugees and Citizenship Canada officials will review your application and the required documents and citizenship fees to ensure they meet the minimum processing requirements.
————————
Application In Process:

Your file has been sent to the Immigration, Refugees and Citizenship Canada (IRCC) office closest to your home for processing.
Immigration, Refugees and Citizenship Canada officials will complete the necessary steps to make a decision on your application. If additional information or documents are needed, you will be contacted.
If you are between the ages of 18 and 54, you will have to meet the knowledge and language requirements for citizenship. The citizenship test will determine if you meet the knowledge requirements for citizenship. You will be notified by mail about the time and place of your test. Adult applicants who are 55 years old or older are not required to take the citizenship test.
An interview with a citizenship officer or citizenship judge may also be required. Should this be necessary, you will be notified by mail about the time and place of your interview.

Application Withdrawn:
If you wish to withdraw your application, you must advise us before a decision on your application has been made.
——————————————
Applicant Notified ( Decision Made):

You will be notified by mail about the decision on your citizenship application.
If you meet the requirements, you will be invited to a citizenship ceremony where you will take the oath of citizenship and receive a certificate of Canadia citizenship.
If you do not meet the requirements, you will be informed in writing.
