Hi, every applicant's circumstances and resulting timelines can be different. Eligibility Review is a very time consuming process and that's why it happens in 2 stages, first by an agent/analyst and then by an officer who is the decision making authority. Around this time is when a RPRF fee request is made, though it's advisable to pay this fee upfront (it's a refundable fee as well). Like you have mentioned about your travel history, it's possible that it could add time to the review. Furthermore, IRCC is taking more time to process applications as well, see page 26 at
