I have the same AOR and the same VO.. this gives me a lot of positive hope.
Golden Email today ! subject says "Read for Visa" from Ottawa office, email mentions that passport could be sent to New Delhi via VFS as I reside in India
AOR Feb 14th
Biometrics completed April 12th
Outland India
Wife and 2 kids along on the application
Email for Passports - July 21st

CIC portal does not update when we receive PPR, it only updates after we receive our CoPR.
What is status of elegibilty and background check showing on CIC portal currently.
We're there any ghost updates?
It seems there has been a rain of PPR for the last 2-3 days as I can see. I am so glad for those who receive while checking "weather forecast" to see when it pours on me.

you mean to say on CIC portal it is still showing In Progress ? there is no message or mail in CIC for PPR ?

For me - anytime i call from hangout - i have to go through the whole process atleast 4 or 5 times till i get connected - with a wait time on queue for almost 30+ mins
So keep calling till you get connected - good luck
