it looks like this is their standard response these days to everyone.I called CIC yesterday to find out they have not started on the eligibility and security. The same was the status a month ago. Doesn't seem will get my PPR on time!.

- Requested GCMS on April 8th-2019...and...received on July 8th-2019
- PPR: July 9th-2019 NOT LANDING INTERVIEW!
- Several calls to IRCC, all showed that Medical Passed, Criminality Passed, Eligibility Passed, Security not started.
Thanks everyone sharing us this path, i wish everyone to get his/her PPR soon. it is absolutely a battle against time, just try to be patient.

Page 18 looks at processing times over 2018 (still for 80% of applications):
-CEC is a bit faster, FST a bit slower and FSW and PNP on target for 6 months
-Processing was slower in 2018 than 2017
-The clock starts when the application is submitted and stops upon decision (so more or less COPR)
For me, personally, it was worth the time/money to at the very least know that nothing went wrong. I had concerns about things like the fact that a company (experience at which I claimed points for) more or less shut down operations, and that I might have made mistakes while recording the 100+ flights and ~7 residential addresses for my spouse and me, and about whether the 6 PCCs I submitted were all accepted. The first set of notes showed that my criminality was passed, so it was a partial relief.Are gcms notes really helpful? Has anyone benefited from them?

Notes are also objective (compared to calling up) - they give unambiguous statuses for each assessment.
On the flip side, it takes a little over a month, and is a month outdated by the time it comes, and costs some money if you're outside Canada (15 CAD as I recall). As apparently happens with a lot of people, I got my second notes the day after my PPR. Since everything pretty much happened in the two last weeks, these notes didn't capture anything new.

My visa office is CPC Ottawa and country of residence is Nigeria. The last time I called in mid May, I guess, eligibility and security had not yet started, while criminality was passed. I intend to call later today and possibly order GCMS notes soon.Mine is the same:

Request for further information - 12th April
MEP - 15th April
Biometrics - 29th April
Country of residence - U.K.
52 days to go and everything else is still being reviewed and processed
Considering ordering my GCMS notes but that’ll take 40 days so not sure how useful that will be!
