Yes I was asked for 2nd chest x-ray post which I was referred to specialist for expert review. He wrote a letter and the medical was cleared in 2 days.

I got through to them on the 4th try and was waiting for ~ 30 minutes.

As per my understanding, you would need to submit a special form IMM5475E authorizing IRCC to share your personal information with your cousin. I may be wrong about which form you need though. I've seen the number for outside of Canada on this forum, I suggest you search for it. Also, they are closed for today, their hours are 8-4 Eastern time. good luck!
