Just read a report on the top 3 slowest Canada visa offices. Apparently these are the 3 slowest and least productive. Canadian visa offices on the list:

1.Afghanistan
2.Bhutan
3.Mexico

It seems these countries process applications from well over 10 different countries and territories whilst having a very small amount of staff working on applications. Reportedly there have been cases in which they took well over 5 months just to crack open an application. Allegedly these VO's have been flagged under "high rates of marriage fraud and marriage of convenience" with cases in which reportedly there have even been couples found to be getting pregnant and conceiving children with the sole purpose of getting their applications looked at first. The Federal government keep these VO's under its watch with a commission on marriage of convenience and therefore slows down the processing in general through employing less staff, the report says.

I just want to point out that the Mexico VO actually processes visas for at least 22 different countries in Latin America. I am not sure about Afghanistan and Bhutan and how many countries they process, but that could be another reason why it takes forever for them to do the same step as for other visa offices, hence the delay. I would say that is is unfair to say that all these 22 different countries have a high rate of marriage/relationship fraud. My partner is from Chile and that is a visa exempt country (Chileans now only need an eTA to travel to Canada). But unfortunately, our app has to go through Mexico, so there is no fast tracking of processing as some visa exempt countries appear to have. Having said that, I have seen some apps go through Mexico (there must be some from Afghanistan and Bhutan too) which were processed very quickly 6 months or so. My biggest beef with this whole process is the inconsistency in processing times. There doesn't seem to be rhyme or reason with why it takes some people twice as long (or longer) to go through the same stage as others, if there are no red flags. I think they should work on this, especially if they are aiming to get 80% of all applications processed in 12 months or less now.

And I did read Mexico processes some visa exempt countries such as Mexico itself and Chile as well; however this does not mean it is unfair for the report to claim that (SOME) of these countries handled by these VO's have the highest rates of marrige of convenient because there's been cases in which even people from visa exempt countries like my country (United States) still commit marriage fraud in order to get Canadian permanent residency though in a smaller scale it still happens; and like I said I am American and I've read about cases in which americans get pregnant just to get a Canadian PR and also people from europeans countries and viceversa. Either way, I just thought itd be enlightening to post the report being that it could prove helpful to some people who wonder why it may take longer for them since the report points out that these offices are the slowest.

Is the "In Process" status reflected onto Sponsor's ecas or PA's ecas? Currently, only sponsor has "We started processing your application on March 07, 2017." status.

In GCKey: Background check and Final decision are in progress.

My Timeline:
Application Received: Feb 24
Schedule A Requested: March 09 (request received through email)
Schedule A Submitted: March 21 (through IRCC web form, no confirmation on whether they have received the form)
Medical Request: April 10
Medical Done: May 04
Medical Received/Passed: May 08

I am not sure if my Schedule A form has been received and accepted yet. No indication of whether the file has been transferred to VO (New Delhi)

Today Jun 1, my wife (PA) received AOR2 from NDVO. They requested proof of Right of permanent resident fee and police clearance certificate if not submitted earlier. My question is as I have already sent rprf with my application and police clearance certificate couple weeks back through webform, how do I get confirmation that they have received the Pcc? I did call CIC here in Canada but they said they can't confirm if NDVO has received the document but they confirmed receiving RPRF.

I have not received any updates so I'm assuming my file is not yet transfered. Also didn't get a request to submit PCC, do they always ask it?

Further in the letter from NDVO, they have not mentioned how and where to submit these documents...(strange).

it is clearly mentioned that send the documents to Mississauga office.

· Proof of payment of your Right of Permanent Resident Fee (landing fee) to our office in Mississauga or by your sponsor in Canada, if not already paid. Note: dependent children are not required to pay the Right of Permanent Resident Fee.

Send docs by IRCC webform or by mail.

Are their any Feb Applicants that are still waiting for their files to be transferred to their Visa Offices? I'm a April Applicant and it seems as though my file is still stuck in Mississauga; we already got a medical request and that's already been completed but seems like the hold is due to Schedule A Declaration, but there's no upload option on MYCIC so I sent it via Webform on May 18 and mailed it on May 24, both have been signed by the applicant but as of June 2, still no update on my file and ECA still states Application Received.

They are interesting stats and you do have a point. I just wish that regardless of fraud, it would be nice if things were more standardized in the way they process apps at each VO. There is a theory that in Mexico, apps are opened in batches (i.e) AOR2 is received every once in a while by a group of people and then not again for another 1-3 months), whereas I don't think this is the case for other VO's. That is why there was over a three month gap for me between AOR1 and AOR 2 (Feb 23 to May 26). I asked the VO at the 2 month point what was happening with my app and was sent a generic email that my file was still in transit (i.e.. was sitting in queue in a pile on someone's desk in Mexico likely). I see people who applied after me getting AOR2 (with a 1 month period between that and AOR1). It is not because of delays in more intense investigation into marriage fraud. They haven't even opened up my file, so there can't be an investigation being done! Sorry, just had to vent about other reasons why this process takes so long!!
