I sent my spousal sponsorship file to CIC on 2nd Feb 2016. R. Mahmood received it on 4th Feb 2016.

Since then there is no communication yet.

I called CIC, they asked me to wait till end of March.

Is anyone having delay like me?
Please suggest what to expect and action steps i can take.

If you take a look at Feb spreadsheet, there are couple of applicants from 1st week of Feb who recently received their AOR, while others have started to receive SA. Since you have already talked to CIC, there's nothing much you can do for now but expect to receive your AOR soon. It shouldn't take that long till the end of March, I hope you get it ASAP. CIC received my application today.. Start of waiting period..:-)

WHAAAT!?? Guys, is this a joke? How is everyone getting AOR's and SA's so fast?? I feel like this rollercoaster ride just got a lot faster !!
