Im in the same situation. They asked me to send a police certificate from Ireland on august 15th. Im from Northern Ireland which is a completely different country. I sent them a letter saying i cant get a police certificate from Ireland as ive never lived there so its impossible. Still nothing from CIC.

I remember I was reading your post about this a while ago. So, there's three of us who they messed up with their PCC requests and we're still waiting for IP. :( :( :(

I asked the same thing from my embassy...to write a letter explaining that X is not another country, but a village in my home country. They refused. So I wrote explanation letter to CIC where I stated that they can check information with my embassy and included embassy's contact info (name, address, email and phone number). I mailed them a letter and followed up with 2 emails after that.
Could you be able to do the same? Explain everything briefly and provide them with contact info of the officials from 'X' country you talked to? And, of course, you can mail it to their address.

I don't know if it will help, but at least we can try. :)

I think the answer to my question is yes but I thought I'd ask anyways: did you send (or plan to send) a police certificate from Northern Ireland?

Yeah I sent a UK one which is what a northern Irish person is meant to send. And I got one from my local police station. It says police service of northern Ireland. But still nothing.

Not yet bro. but i am expecting by 15th oct. let’s see ;)
 
So far I can count Mandie (Jan 11) as the only Jan applicant to have received PPR email. However, going by the relatively less hitches Feb applicants as a whole have faced, I think a lot of us will progress to DM in the same flow before mid Oct.... and whoever makes it to DM, will definitely be in the next PPR call from CIC.
