Hi,

we called the call center today to update our address as we are moving soon. We also asked if my file has been received in Manila, but the agent said it's in "transit" and could take a while. (My ecas still says my application was received on Feb 6, 2014. Nothing about medicals.)

Presumably that means it's probably in Manila but no one has gotten around to opening it and registering anything. Oh well, twiddling my thumbs and waiting...

Yea, mine is in Russia for sure (over 1 month, takes a lot less than that to reach Russia). I'm waiting. I heard the moscow VO often sends no AOR or even change ecas (people just get passport or more docs request without any changes in ecas). So lame. I am still waiting for a reply to my email to them. It has been 2.5 weeks since I emailed, lol. Can take over a month for Moscow VO to reply.

Did you try mailing the Manila office to see if its being processed? Maybe they reply to emails faster:)

Please help with your kind inputs. Below is my timeline:
SPOUSAL file submitted at mississuaga office on : Feb 24th, 2014
Acknowledgement Email: March 20,2014 (That they have received my application on feb 24 and they will let me know when decision has been made).

Called cic 3 times already: Different answers (1st person said that they are doing additional investigation if I took social assistance, 2nd said that they were doing background checks, third said that I had withdrawn my previous spousal application (Which is true), so they are further assessing your file " FOR WHAT, I HAVE NO IDEA?").

I am very confused about my application as almost all files are decided in the mark of 31 days, then they either get transfered to a a vo or being denied. In my case they are holding my file (Since feb 2014) and not telling me whats going on. As far as my previous withdrawal is concerened. It was done in March of 2012 and I am filling back now again in feb 2014. Since then we have 2 sons born (One has a Canadian Citizenship granted from overseas) and plenty of evidence on our relationship that was provided to cic. PLEASE LET ME KNOW WHAT YOUR THOUGHTS ARE ON THIS?Huh

My 2nd son was born 2nd week of JAN 2014. When sent my application to cic (feb2014) we didnt have his birth certificate to present at the moment (However we did provide them with child birth details "name, place of birth, dob etc etc). Now I plan to send them the official birth certificate of the child and also inquire about the status of my application (Through email: CPCM-EXTCOM @ cic.gc.ca MISSISSAUGA OFFICE). IS IT ADVISE-ABLE AND IS IT THE RIGHT WAY TO GO ABOUT?

SECONDLY, I am also thinking about requesting for my file notes? is it advise-able at this stage, when the file number has been issued but it is still in processing centre in Canada??? IF ADVISE-ABLE THEN KINDLY LET ME KNOW WHAT WOULD BE THE BEST WAY TO GO ABOUT IT.

KINDLY, PROVIDE AS MANY POSSIBLE INPUTS AS POSSIBLE, SINCE I WOULD REALLY LIKE TO FIND OUT ABOUT MY FILE? Thanks
Talk to your MP they will give you an answer! It may take a few days but you should get out of limbo.

I emailed the Manila office to notify them of my mailing address change. I got an automated response saying that if my email concerns updates to important information such as addresses and name changes, the change will be made to my files, and if my email contains any questions about my file, they can only be answered after the processing time has passed.

So, I can expect a reply in May 2015 at the earliest ;D :p

From Manila, unfortunately yes. Manila does not entertain enquiries of any kind . Many have tried to no avail, we have to sit and wait in the dark until we receive requests.
From experience expect to wait 9 to 10 months to hear anything from Manila unfortunately.

The fact that Manila VO does not entertain inquires AND the fact that they don't send AORs make me wonder if the Immigration Officers who work there are new to this occupation and have less experience than the Immigration Officers who work at Visa Offices in other places such as Europe. I read in these forums that many Visa Offices in Europe including Rome and Paris send AOR and they actually take less time than Manila. Perhaps the senior CIC Officers get posted to Europe.

Could possibly be, Manila not one of the preferred postings for VISA officers.
But, I think the main reason for no AOR or inquiries is the sheer volume of applications that Manila handles.
Less time handling inquiries= more processing done.
Take the August 2013 spreadsheet for example: 57 applications total, 18 are from Manila.
This is all speculation, I would kill to know what really goes on behind the closed doors at CEM.
I know someone who went through process in 2011.
App. filed Oct, 2011 landed July 2012. Total processing time: 9 months( even with interview called)
Now posted time of 14 months, something has changed for the worse.

But, this is the hand we are dealt. No choice in the matter but follow it through.
I know it will be all worth it in the end.

Get an OPTION C PRINTOUT

There is no charge, but it takes 2-10 working days to receive it.
The sooner you call, the better.
That will prove you haven't gotten welfare.
If you sent one for 2012 with your application, they might be wanting a 2013.
Hi,

I just got my Sponsor's approval, even without the Printout C. After 74 days.

They did ask to send the medical exams asap to São Paulo Visa Office

Thanks!!!!

Make sure you guys keep emails and any supporting evidence proving your relationship safe... and make sure you check your eCAS and email and mail regularly for requests...
It is sad that if lost it could mean extreme complications...

Yep, saw that. I then sent another inquiry to the Moscow office (Just to know if they got it/maybe started processing, and to change my wife's number). I sent them an email over 3 weeks ago and no reply. This time, after I clicked submit, I got a confirmation about sending the email. Last time, I NEVER got that, which leads me to believe they never received the request.

Volume is no doubt a factor, but because the Phils is a 3rd world country CIC may also feel there is a greater potential risk for fraud & so extra analysis of dossiers. Lots of confusion re: the stated 14 month process time, that is really a "worst case" scenario, can't remember the exact formula they use but it's based on the lower percentile of successful cases anyway. Definitely 9-10 months seems to be the 'real' average these days -- and it looked better back in 2012 too (before the strike?).

Yes I agree.
Another factor that came into play in late 2012 was VISA Office consolidation ( Tokyo and Seoul closed) all those apps. now go through Manila.
Also the posted processing times are a scapegoat for CIC, I believe they inflate the numbers to give themselves some room to make it look good.
I never go by posted processing times anyway, it will take as long as it takes.
I've seen a few through Manila take an unreal length of time to complete.
