Exactly. CEC2013 is right.
Here's the section quoted from the op manual:

Note: Processing starts with the initial assessment of the application. In order to receive a
refund of the cost recovery fee, an applicant must request a withdrawal of their application
before this assessment has started. If an applicant requests a change in immigration category
at any time, a new application and new fee must be submitted. An applicant may have more
than one application in process, but only one application can be finalized with visa issuance.
Any additional applications must be finalized as withdrawn or refused.

I am seeing many people in the forum are getting RCMP finger print requests. Is this mandatory? I don't remember this being part of the CEC application checklist and have not sent it with my application. Is this something asked only to a select few or does everyone have to send it?

No, that's something CIC requests later on in individual cases. Nothing you have to submit with your initial application.

My Ielts is Speaking 6.5 Listening 5.5 Reading 4.0 Writing is 6.0 my average is 5.5 is it enough to pass the CEC application

Depends on the skill level and NOC you intend to apply under.
For skill level B your results are OK, for skill level A jobs you would have to re-take the test, as you need a 6.0 in every category for skill A.
Average doesn't matter for CEC applications.

Any progress on people who applied in february ? Did anyone hear anything positive like medicals or even the status is "IN PROCESS" on CIC status checker?
I applied on Feb 18 2013.
heard CIC is still on strike so will this delay or hamper the smooth processing of FEB applicants?

Just got my GCMS notes, just Criminality is "In progress" but assessment yet not started.
 
Request sent: AUG 10; Processed AUG 20; Received: SEPT 11

Just received my notes ... status remains unchanged at "not in process."

Only changes:
- Sent documents logged and attached
- Detailed transcript of request to attach documents
- ATIP request logged
