What was the "from" email address? I would reply to the email AND send a case specific enquiry from the New Delhi section of CIC's website.
 
Also do a case specific enquiry to Manila.

Yes I asked my wife to do a case inquiry to both offices. Here's what we wrote:





To New Delhi:

I am from the Philippines, applied for Family Class Visa, and it said in the approval email that my application would be sent to the Manila office. Well it will also take 30 working days (2 months) for them to even see any of those e-mails. :\
So her medical will be useless by the time they even get to take a look at her application.
2 months to see the inquiry, another 2 months for their slow asses to do anything about it, another 2 months for them to dick around and play poker, and what the fuck is next after this shit...

In the sponsor approval email it was stated that my application would be sent to the Manila Visa Office. The sponsor and myself have spoken with a CIC representative and they both have confirmed to reply to this e-mail message with the simple request of transferring my application to the Manila Visa Office for further processing. We understand this error may occur on occasion and we would like to respectfully request a quick transition to the Manila office.

Your emails are all great. I am hoping they fix this quickly.

But I don't see how New Delhi missed that your application is for Manila. How did they issue a PPR without noticing? I think there is something else going on here.

It's computer generated... So no human was involved... It was probably just scanned and thrown in some dark corner, the way CIC likes to do things. :\

Well regarding personal information, they will definately see that in case specific inquiry.
I'm actually thinking of sending the pdf they sent as a reply as well as an excerpt from my approval letter that confirms Manila as the VO.

What do you guys think?

They won't request a passport before checking the file.

The case specific enquiry allows attachment and you should definitely attach the PPR. Can you call the VOs? Mexico doesn't answer calls. But if it's important they email back pretty fast. 2-7 days.

Thundersoul, you may want to explicitly ask that CIC respond to confirm the receipt of your email and that the file will be transferred.
