Yes I asked my wife to do a case inquiry to both offices. Here's what we wrote:
To New Delhi:
I am from the Philippines, applied for Family Class Visa, and it said in the approval email that my application would be sent to the Manila office. But today, I got an email from your office (New Delhi) saying that you receive my application and is asking for my passport. In the pdf form, it said that passports cannot be returned to addresses outside of India, Nepal and Bhutan. Is this normal procedure or was my file sent to the wrong office? I'd like a clarification and get an answer as soon as possible. Thank you.
