The Minister of Citizenship and Immigration, pursuant to section 10.3 of the Immigration and Refugee Protection Act, gives the annexed Ministerial Instructions Respecting Invitations to Apply for Permanent Residence under the Express Entry System (February 10, 2016).

MINISTERIAL INSTRUCTIONS RESPECTING INVITATIONS TO APPLY FOR PERMANENT RESIDENCE UNDER THE EXPRESS ENTRY SYSTEM (FEBRUARY 10, 2016)

Determination — number of invitations

1. (1) For the purposes of paragraph 10.2(1)(b) of the Immigration and Refugee Protection Act, the number of invitations that may be issued during the period beginning on February 10, 2016 and ending on February 11, 2016 is 1,505.

(2) Foreign nationals who, on February 10, 2016 at 13:07:36 UTC, have been assigned a total of 459 points or more under the Comprehensive Ranking System that is set out in the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, occupy the rank required to be invited to make an application for permanent residence.

It's not mood controlled. They can only respond to the pool. The pool will keep getting PNP jumps and will stay at these levels for a long time, it seems.

If they start inviting 2000 people then it will come down but they want it to be balanced i guess..

Didn't go up enough even after 2 weeks. If IRCC has 3 draws in Feb (as they did in Jan), expect sub-450 cutoff this month itself.

Scores will never ever go below 450 IMO.
450 is the floor for CIC.

So if there is a draw next week, then we might have 3 draws this month, and the score might drop below 450?

Yes. Next week, the cutoff might be close to 452 or so and the week after it will breach 450 provided IRCC has 3 draws in Feb.

Unless you have some additional information I don't, I wouldn't be that optimistic. Looking at the previous trends, I believe it will be something like:

459 -> 453-454 -> 451-452 -> 1 week pause

I really see no way it can breach 450 in just 2 draws. 3 draws - maybe. 4 draws - most definitely. But 2 - no way.

I don’t think Score is going to drop below 450 for some time. Whenever the Pool is having candidates around 1400 with scores above 450 they place the draw.

There is very less probability to have a third draw this month
