What i would advise is if you are in India..go to one of the consultants for fingerprinting for FBi and get your fingerprints done.
the FBI PCC process is a 3 month process and at the end you don't want the fingerprints to be unreadable so that you have to go through the whole process again for another 3 months..so the best bet is to get the fingerprints taken on the thick card specified by FBI which is available with these consultants. Rest i leave it up to you ..

As i could not get pcc from fbi i am going to send the application to cio without US pcc. Will the local visa office request for PCC or CIC requests for pcc?
For US based applicants, is CPC-Ottawa the local visa office responsible for processing the case after transferred from cio or the one at los angeles/newyork?
if i submit my application this month end then will i get the pcc request in Aug as nowadays the processing time is reduced to 2-3 months? I am trying to estimate the pcc request timeline as i need to see if my pcc will come by aug for the pcc application sent in may.

firstly , yes you can send the application without the FBI PCC attached to it. the role of the PCC is after you get the Medical request as thats the time when the criminality checks start.

I am giving it you from my experience as i am a CPCO applicants in the US and i haven't received my MR request till now and it's been 5 months..time lines may wary but FBI takes 3 months to process the request so you should be good ..

CPCO does not send AOR...after the PER email you straight away get the MR from CPCO...

What date is mentioned on the pcc issued by FBI - is it the date at which they receive application or date at which they process it ?
Also till how long this PCC is valid for??

The date on the PCC is of the date it is processed ..it's valid for 6 months ..
 
Thanks man. But on FBI site it says Regular white paper is acceptable too.

As, I understand fingerprinting can be done by self too so if the local police does the fingerprinting as a help but they do not sign on the form, is that okay?

Also, there are 2 sections (Home address and Mailing address) on the I-783 form. So, if mailing address is in different country will that be any issue.
I am thinking of getting the results mailed to a US address and then get them couriered to my place.

To answer your second question, you can fill the address in your country in the "home address" section and the U.S. address in the "mail to" section, that's what I did.

To answer your first part of the question it's perfectly acceptable to do fingerprints on your own but since I have seen so many people getting there fingerprints rejected ..so just to be safe I would get help of someone to is an expert in the matter and knows how to take down finger prints properly ..rest I leave on ur descrition..!!
