State specific PCCs vary from state to state.

Yeah, I know I was a little crazy... haha
I was planning to mail it by registered mail, but a post office lady told me that no more registered mail to the US. Also she told me my options were only two a regular mail ($9) or Xpresspost ($30). I picked a regular mail because I didn't want to pay for $30 each for FBI and State Police. After that, I checked on Canada Post and I saw TrackedPacket ($16) which price I wanted pay. Too late... That was why I mailed by regular mail.

My wife's credit card was charged on 23th December. App reached on 15th October.
We gave a friend's address in Virginia and he will ship the report to Brazil using Fedex, this will give us 2-3 weeks at least.

Our deadline to send documents do Local VO is 15th Feb. Hopefuly we will make it on time!

When I applied in June 2014, my stay in the US was around 14 months in the last ten years since I came back from the U.S. in August 2005 and never visited since. If LVO asks me about the US FBI police certificate later than February 2015, it would be less than six months that I would stayed in the US in the last ten years. Would I still need to submit the FBI certificate if they ask me later than February 2015? Plz guide. Thanks.

Dont take chances. Request the report right away, otherwise you could get in trouble for the deadline to send to Local VO to be shorter than the 12-14 weeks processing time at FBI.

It doesn't matter at all when the VO asks you for your FBI PCC
What matters the most is whether you stayed in the US for 6 or more month in the past 10 years prior to your application date
i.e. June 2014
In short, please apply for an FBI PCC ASAP. I hope that helps.

Take my advice; don't do that, please :(
You're taking the risk of wasting 3 - 4 months and doing it all over again.

I stayed in USA for 5 years until 2002. It is more than 13 years ago. Should I still need FBI fingerprints?

The application clearly states in the LAST TEN years. So you clearly don't need to submit. That's my opinion based on their requirement clearly mentioned on the form. All the best!

I was printed by US law enforcement agencies.
Did WFS give you a set of prints on paper? Was it printed onFD-258 form?
