I am in kind of strange situation and hoping to get an idea of my timelines for FBI to complete my PCC would be . Posting it here to see if anyone is/was in the same boat and find out their experience.
My PCC application initially reached FBI on 2nd October 2014. But when FBI tried to charge my CC, it was declined(unfortunately, my credit card company issued a new CC in between because of some fraudulent attacks on their systems). As expected, I got a letter back from FBI asking to submit a new payment form on 17-Nov-2014. And, I submitted a new form with new credit card information on 21-Nov-2014. My Credit card was charged on 08-Dec-2014.
Application Received by FBI : 02-OCT-2014
Letter from FBI to submit new payment form: 17-Nov-2014
Submitted new payment form : 21-Nov-2014
CC Charged : 08-Dec-2014
Now I am confused if I my target timeline of 12-14 weeks will start from 21-Nov or 2-Oct...I tried calling FBI, but is not getting a straight answer. I already got the PCC request from CPC-O and last date for submission is 20-FEB-2015.. ??? ??? ???
Lesson Learnt/Advise to fellow future applicants: never use a credit card for these type of transactions when you have an option of submitting DD/Money order.. we never know when CC company changes it.. :-(
Brother, I got myself into a similar situation like yours. Actually, just two weeks after submitting my document, I did not recall if I had signed the cc payment form or not so I went ahead asking them what to do, here is their response.

Good Afternoon,
It will take 8 to 10 weeks for the request to clear the FBI security process before we are able to see the request in our system. You may visit our website at fbi.gov/checks. On the right, under Forms and Links, you may print off the credit card form. Please fill this out, include your full name, the original mailing address, your contact information and your signature. You may fax this to 304-625-9792 or scan and email to this address. If we receive the request and it is insufficient, it will be placed on hold until we receive the updated payment.
Once we receive the payment it will start the processing date over again. If you send the payment in at this time, before your request clears security, the information can be updated and
no delay will take place. Even if you sent in the payment with the original request, and send the fax, you will not be changed twice. Thank you!

So... I sent them another payment form via email address and they confirmed they forwarded that to the processing department.
