FBI PCC, do I really need it?

Hello y'all!

I'm not sure if someone posted this question before, but do I need to apply for an FBI PCC if I was in the US as a foreign exchange student in high school?
It might be an unusual question, but the reason I'm asking is because SSN is required on the form and I didn't have a SSN number while I was in the US.
This was about 8 years ago, and yes, I had just turned 18 before going (I'm not sure if this is relevant, but what do you know)

If you lived in the USA for 6 months or more, you HAVE TO do an FBI PCC.

But how do I apply for it if I don't have/didn't have a Social Security Number at that time?
Or rather, I never had a social security number?

SSN is not mandatory for FBI PCC, you need to enter it only if you have it.

I was given a SSN but never used it because I could never remember it.
