I just asked the customer service at new delhi , what if I don't get my FBI clearance in time before I submit my final docs to New delhi. They replied
" .....................You can submit your other documents alongwith Application form with a covering letter advising have applied for police clearance certificate (must attach an evidence) will submit the same as soon as it is received..................."
I would suggest everybody who made a last minuted application for FBI clearance to save their copy of receipt they got from the courier guy or FEDEX or watever , attach it in original along with the form and a cover letter informing the CIC officer.

Your application will not be considered complete though but thats fine..better than getting rejected because of incomplete documents.
