I think you are confusing a "license to practice degree" with the fact engineers need to be licensed by a licensing body.
Licence to practice degree refers to things like dentistry, doctors etc.
If your ECA comes back as a Canadian equivalent of masters then you can select that option, or if it comes back as bachelors then choose that.
