My boyfriend and I are talking about getting married within the year and he currently lives in Ottawa ON. While the city is lovely we simply cannot afford to live here on his income alone and would like to either move to New Brunswick or out west to the plains/alberta. We would prefer to file for PR in ontario as this is where we are getting married, our family is, etc. He worries that if we file for PR in Ontario we are stuck here, or could we move to NB because its more affordable out there? please advise, google was a bit lacking in its information.
 
You can move anywhere in Canada after you submitted the PR application so long as you inform CIC of the address change. Do make sure that CIC has the latest address. Make multiple calls to confirm that they do in fact have the address updated.

There have been cases of CIC sending requests to old address despite updating CIC website of address change.

If they move to Quebec don't they need to file the others papers?? (I can't remember the name of them)

That's true. They would require a CSQ document if they move to Quebec. But it doesn't matter as OP is not planning on moving to Quebec. Just to New Brunswick or Alberta.
