Yes u are qualified to sponsor sister if you meet these conditions:

"Who you can sponsor
Depending on your circumstances, there are two options for who you can sponsor.

Option 1 – Orphaned close relatives

You can sponsor close relatives, related by blood or adoption, such as brothers, sisters, nephews, nieces, or grandchildren only if they meet all of the following conditions:

They are orphaned,
They are under 18, and
They do not have a spouse, common law partner, or conjugal partner.
Option 2 – Other relative

You may sponsor one relative, related by blood or adoption, of any age if you meet all of the following conditions:

you do not have a spouse, common-law partner, or conjugal partner, or one of the following living relatives you could sponsor instead:
son or daughter,
parent,
grandparent,
brother or sister,
uncle, aunt,
nephew or niece.
you do not have any of the above-named relatives who is a:
Canadian citizen,
permanent resident, or
registered Indian under the Indian Act."

The op said right in their post that they had a spouse. Therefore they can not sponsor the sister

OK, another thing that might help, I am in the process of opening a coffee shop here, and I am considering to hire her legally within the allowed limit, 20 hours / week during studies, and 40 hours during legal breaks.

That will not help, you still can't sponsor her for PR under family class.

She will need to qualify to immigrate independently.

And on top of that, you would have to get a LMIA for her, meaning you'd have to prove to the government you tried all avenues to hire a Canadian to work in your coffee shop, but to no avail. It's a costly and time consuming process. Even if you were successful and she ended up working at your shop, that doesn't provide a path to permanent residency for her, she'd just basically be a temporary worker that is expected to leave Canada.

She already has an express entry profile, as I said before, maybe she should try pursuing that route.

As she currently holds a study permit, she does not require an LMIA to work.
