Not clear exactly what you mean, but you must be compliant to sponsor.

You do not need to renew your PR card to sponsor, but to renew your PR card, you must be compliant (there may be some very specific, limited exceptions to this general rule). You must also be resident in Canada to sponsor.

You seem to be implying you'll renew your PR card when not compliant, but perhaps I've misunderstood.

You do not need, however, to have a valid PR card to sponsor - just be compliant with the residency obligation (while meeting all of the other sponsorship requirements).

You can also have a valid PR card (by validity date) and not be compliant. In that case, you would still not be able to sponsor.

In other words, there is no direct link between having a valid PR card and being able to sponsor, just as having a date-valid PR card does not mean you are in compliance with the residency obligation.
