I came to Canada with family in 2007 and stayed here for three months only and then went back with family. Then I came back alone to Canada and stayed here for two years and got my new PR card which is valid till 2020. As my family never returned so they dont have the valid PR card. Now I want to bring my family members here but I dont know the procedures. What is the best option I have now? I am very confused. PLEASE HELP URGENTLY.
I understand that my family members are still PR though their cards have been expired. I have two kids, one is 16 and other will be 19 yrs by next month.
 
They need to apply for a PRTD (that's a PR Travel Document) from whatever country they are in. Then once it has been refused, you may apply to sponsor them again.

The soon-to-be 19 year old will not qualify for sponsorship again, because s/he will be too old.

Yes - but the 19 years old definitely has a chance to keep PR status. When he/she applies for the PRTD, he/she should do so under H&C considerations and state that they were removed from Canada by their parents and were therefore unable to meet the PR residency obligation but now want to return. Should work - we've seen lots of cases where this has. Same goes for the 16 year old.

Thx for advice. Actually I am worried about my elder daughter. I have two options a) apply for PRTD on H&C grounds which can be refused and she will lose her PR status b) ask her to reach american border before her 19th birthday and then bring her here in my own car. I can argue with immigration officer about her dependency on me. Will they let me in?
Which option should I choose?
 
Better to do a), you don't want to risk her being refused at the US border . . . then what?

I agree - option a) has a much higher chance of succeeding if you do it right.

3. If she got it then will she be able to get admission in college/ apply for Health card/ driving licence after coning here?

If she gets the PRTD, it means she can "travel" here. At customs they may still question her residency obligation and recommend an RO hearing, after which point her PR i suspect would be revoked.

CBSA would not examine the RO when a person enters on a PRTD, nor would they report a person for not meeting the RO. CBSA is well aware that CIC would not have issued the PRTD in the first place if they hadn't already decided to let the person keep their PR based on H&C reasons regardless of not meeting the RO.

Should I apply PRTD before her 19th birthday ? Is it important? Or it can be applied later on too?

She needs to apply - not you.

The sooner she applies the higher the chances the process will go smoothly.

Incase PRTD is refused then is there any provision of appeal against the decision? What options do I have to bring her here. Pls suggest in details.
