Family Members - For Canadian Passport

Dear All,

The CIC site states the following for references for Canadian passport. Please advise who does CIC consider as family members. For example, can my wife's sister family (i.e. my wife's sister and her husband) be my references for the purposes of new application for Canadian passport.

References
Two references are needed for passport renewal applications and new passport applications.

References must:

Have known you for at least two years
Cannot be family members
Must be 18 years of age or older
You cannot use your guarantor as a reference. To avoid delays, is it better for your references to live in the same country as you.

Your wife's sister and her husband are family members. You cannot use them as references for your citizenship application.
