If you listed a person as not accompanying at the time but this person did their medicals and you now want to sponsor them, you can do that. If you did not list a person in your immediate family at the time you immigrated, you can have a problem due to misrepresentation and you can not sponsor that person. If you added a person to your family after getting your PR, that is, you have a new baby outside Canada or you have gotten married, you can sponsor.
If this is not a person in your immediate family, they would have been listed on your additional information form and you do not really have many options to sponsor them but depends on who it is and the situation.

He would not have been able to include you in his IMM0008 PR application form but he should have included you in the additional family information form. In order to sponsor you under the federal system, he can have no close relative in Canada and no spouse and he also can't have a close relative alive in another country that he would be eligible to sponsor. For example, if your parents are alive, he can not sponsor you because he is eligible to sponsor your parents, even though parents sponsorship is currently on hold and even if your parents don't even want to go.
However, if he lives in Manitoba and is there for at least a year and you both meet other requirements, he can sponsor you under the Manitoba PNP. If he is in SK, same thing except then you would also need a job offer.
If his parents are alive, he can not sponsor "one other relative". The criteria is that he is alone in Canada, that is he has no spouse, children or other close relatives in Canada and that he also does not have close relatives that he could sponsor such as parents, children etc. If this criteria is filled, he would be able to sponsor one other relative he could normally not sponsor like a cousin or adult sibling.sam033 said:can u clarify if he wants to sponsor his cousin under family class what are the other requirement need to fulfill?

Are you sure he did not mention you in the additional family information form and if not, then why not? I would worry that if somebody fails to mention a brother and then all of a sudden shows up with one, immigration will not be very happy. However, it would not be immigration that does the initial processing if he lives in SK or MB. It is the Provincial nominee program. They may not have access to his PR application forms and may not be able to check who he mentioned on the form when he applied. I do not know if immigration then double checks that once the PNP has approved. If somebody wants to use the federal exception to sponsor one other relative, I assume they will ask you if your parents are alive and they may ask for their death certificates. Even if they don't, do you honestly want to claim to immigration that your parents are dead if they aren't? What if they want to apply for a visa to visit you? You will try to explain to immigration then that they came alive again? I strongly advise you not to lie to immigration. is other relatives name also has to be mentioned his PR form for sponsoring in PNP CLASS
If IELTS is required, they will not accept a 3 year old score and for the most part, immigration likes General training over Academic but you should wait until your relative is really living in one of those provinces for one year and then see before they are going to sponsor you if IELTS is required under that immigration class.
