Yes he has been asked to to pay 250$ by the consultant as security deposit.

There is no such oil and gas refinery.

There is a Humber Refinery in the UK, which is what I imagine they are hoping people will be confused with.

The letter is horribly written and promises things that cannot happen - ie, "their ICCRC members" (who? what license number?) and employers do not make you pay deposits.
