The last cut off (2015-03-20) was only 481 so it included persons without a Canadian job offer with LMIA. If the scores reduce in the future you could receive an ITA.Aninda said:

Currently, I am a student pursuing Master’s degree from a University in Vancouver, British Columbia. I have 4.6 years of experience as a Software Engineer back in my country.
Can I apply for Express Entry - Federal Skilled Worker Program ? Will there be any problem if I apply while I am on study permit ? Do I need a job offer for applying EE FSW ?
