Is is possible for foreign skilled workers(outside Canada), already in express entry pool, to get a ITA(Invitation to apply) without a Canadian job offer(with or without LMIA)? :(

The last cut off (2015-03-20) was only 481 so it included persons without a Canadian job offer with LMIA. If the scores reduce in the future you could receive an ITA.

Where did you see that the last cut off was 481 because on the cic site its still saying 735

Determination — number of invitations

1. (1) For the purposes of paragraph 10.2(1)(b) of the Immigration and Refugee Protection Act, the number of invitations that may be issued during the period beginning on March 20, 2015 and ending on March 21, 2015 is 1620.

(2) Foreign nationals who, on March 20, 2015 at 23:59:53 UTC, have been assigned a total of 481 points or more under the Comprehensive Ranking System that is set out in the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, occupy the rank required to be invited to make an application for permanent residence.
 
Hi,

Currently, I am a student pursuing Master’s degree from a University in Vancouver, British Columbia. I have 4.6 years of experience as a Software Engineer back in my country.
Can I apply for Express Entry - Federal Skilled Worker Program ? Will there be any problem if I apply while I am on study permit ? Do I need a job offer for applying EE FSW ?
