I've looked up your "so-called" source (fragomen). There's absolutely nothing on that website.
On the other hand, there are plenty of news releases from March / May with the same old info about how John McCallum intend to improve the Express Entry system so that it can give a fair chance to people who hold LMIA-exempt work permits, or have studied in Canada, etc. All of that, of course, being a plan, an idea. Nothing concrete yet. All info we already know. Facts. (See the difference !)
