Express Entry Profile Not Eligible

Hello all,

This was my first attempt filing my PR application and I immediately got a reply that I'm not eligible.
Below are my details:
Age - 27
Education - 1. bachelor's in India (verified by Wes)
2. Post grad Diploma in Canada (1 year)

Experience in India- 2.5 years NOC (NOC A 2131 - Civil Engineering)
Experience in Canada- 9months (NOC - B 2251 - Drafting Technologists)

IELTS - L7, R7.5, S7, W6.5 (attempted Nov 2018) - have given again and expecting my results soon.

Listed 40 hours a week in work experience

Funds 14k CAD

Not sure what I entered wrong!

Please help. Need to apply as soon as my new IELTS results are out!
