Maybe because of ur CELPIP score, coz as far as I know if it is NOC B, it should be CLB5 for listening and speaking then CLB4 for writing and reading to qualify in FSTP. CLB5 for reading, writing, listening, and speaking to qualify for CEC. Someone can correct me if I'm wrong.

In CELPIP conversion to CLB is as follows
MY CELPIP results
Listening 5 H =CLB 9 en over
writing 3H =CLB 6
reading 3H =CLB 6
speaking 4H = CLB 7

I apply under Canadian experience class

Hi lovealberta,
Sorry I didn't know the CLB equivalent. Thanks for the info. I'm curious with ur situation too coz my husband also has valid work permit/job offer with LMO. NOC B also currently working in Alberta, but we did not start yet the express entry profile coz we are waiting for the CELPIP result. So do u have already an idea why u been rejected?

CIC currently has 2 different sets of criteria in play for Canadian work experience.

Under the CEC class, you need at least 1 year of full-time skilled work experience (or the equivalent) over 3 years, it does not have to be continuous.

For the EE system, for some reason, "Canadian experience" was defined in the ministerial instructions as one continuous year of full-time employment. So by CEC rules, you are eligible, but by EE you are not (and this appears to be what was programmed into the express entry system). I can't say for sure if this is what the problem is, but others have been reporting a similar issue.

I don't know if CIC is aware of this discrepancy, but if it was intentional, it represents a significant change to the CEC program.
