CIC currently has 2 different sets of criteria in play for Canadian work experience.
Under the CEC class, you need at least 1 year of full-time skilled work experience (or the equivalent) over 3 years, it does not have to be continuous.
For the EE system, for some reason, "Canadian experience" was defined in the ministerial instructions as one
continuous year of full-time employment. So by CEC rules, you are eligible, but by EE you are not (and this appears to be what was programmed into the express entry system). I can't say for sure if this is what the problem is, but others have been reporting a similar issue.
I don't know if CIC is aware of this discrepancy, but if it was intentional, it represents a significant change to the CEC program.
