You do not have to submit a PCC from Canada in you e-APR. However, you might be asked for one later when your file is under processing.Kumard21 said:Hi Friends,

Last year I applied for my PGWP, but before May 2015, there was a bug where CIC charged only a partial amount of the total needed (only $155 out of $255). Because of which, all of my friends who applied prior to May 2015 were stuck for a while in implied status. I did exactly that and waited and after a week I get a response that my application has been refused because they didn't receive $100. They admitted it was a technical issue on their end where they could not see that I had paid and uploaded the receipt, and subsequently issued PGWP
My question is, does this mean I have to answer YES to the question "Have you ever been refused visa or permit to Canada or any other country" Technically yes, I was, but it was an error on CIC's part which was fixed. What do I do? Say yes and wait for the Schedule A.or Say no and add a letter of explanation?
