It is a mandate for PNP applicants. I didnt knew at the time of filing my case so they may request the same now.

I know the usual instance is as below -:
Not like Not needed at this > Not Started > Not needed at this time > In progress > PPR

During this process you would not require to submit any passport. Later when your work permit is approved, your employer or third party would forward you the work permit approval letter.

Now at this stage, the next process is to apply for Temporary resident Visa ( This is required to enter Canada each time)

Is the processing procedure for ICT changed now to that of what was there in 2012. Because, when my employer first filed my ICT in 2012, the immigration group of my company asked to submit all filled applications, medical plus passport. Then they sent the whole package to NDVO. I got visa in 2 weeks and at the port of entry got work permit. Is it not the processing procedure now?

plain paper and attach the relevant document ??

Correct. Write a letter in plain paper, sign and scan it. Give supporting documents with LOE as the first page. Hope this helps.

Just write the letter on plain paper. Do me tion all the documents in the sequence by which you are attaching them with the LOE.

P.S: NO NEED TO SIGN LOE !
 
My medical still says under process, is this normal? I sent my application on the 15th of november and got the AOR the same day, does anyone who sent their app that same day still have under review for medical? Thanks guys !

It is necessary only for PNP applicants who will go through paper based applications (depends of the province). If you apply through Express Entry (online), I believe you won't need it.

Quoting CIC website:

"New: If your nomination is through an Express Entry stream, you must apply through the online system. This application package (which include Schedule 4) is only for people applying to the Provincial Nominee Class through the paper-based (non-Express Entry) process. Find out about how to apply through Express Entry.

My AOR is 14 Nov; my medicals still "not needed at this time". I applied from USA.
 
My medical status changed to "Passed" today (Dec 12). My AOR is Nov 14. Also "No additional documents are needed at this time" for "Review of submitted document". Previously, it was just blank.

Background check is now "Not Started".

As I finished posting the above message, CIC email came in with "Your application has been updated" message.
