It can end up in the moment where both PNP could be lost. Eventually they will find out (latest by passport). And what will he do with schedule 4?

You cant have 2 concurrent PR apps. Well you can texhnically, but whats the point? And from legal point of view ot sure what are the consequences
Theoretically, one can have 2 PR applications in process. When a decision is made on one application (approved), the other one has to be withdrawn.

http://www.canadavisa.com/canada-immigration-discussion-board/can-i-apply-under-two-different-categories-at-the-same-time-t274809.0.html;msg4128409#msg4128409

http://www.canadavisa.com/canada-immigration-discussion-board/multiple-pr-applications-is-it-possible-t123348.0.html;msg1853985#msg1853985

http://www.canadavisa.com/canada-immigration-discussion-board/applying-for-multiple-pr-classes-t458072.0.html;msg5523456#msg5523456

This was true before the Express Entry system came into effect however, there was nothing specifically announced (post EE) regarding submission of multiple applications (AFAIK), so I assume it is still possible.

However, having 2 PN applications in process simultaneously might not be possible because of the "Intent to reside" clause. Having a FSW/PNP or a CEC/PNP or FSW/CEC combination sounds plausible though.

Not I am encouraging this practice; This is just for the purpose of discussion.

Those 2 applications with 2 different PNP itself can cost him both nominations. Would he get 2 nominations on EE, he could have accepted only 1. Like this, he is showing both provinces, that has double intent to reside (and he did not ask any of them to withdraw his nomination). That case can end up easily in misinterpretation.
And yes, they wiill find out on federal level.

Well, yes I understand what you are saying. However, I have seen a few people do this and successfully get nominated without any repercussions (Again, I do not encourage this, this is only for the purpose of discussion). One of my friends had made 2 EE profiles. He received SINP nomination on one but was waiting for OINP to send him a nomination on the other (This didn't happen so he withdrew the nomination and the associated EE profile). He has received his PPR too. So, it might be possible to apply for multiple provinces for nomination.

Once he accepts the nomination from one province, his profile will become invisible to other provinces and will be invited to apply under PNP.

Except, that he did not just get 2 PNP and then choose one to apply with. What he did is to get paper based nomination from one province and then started federal application. Later on he got another province nomination with EE and he started application there as well.
That means to have and to use 2 different provinces nominations. And that alone is a double intention (you are suppose to sign Schedule 4 for the paperbased version and at the same time he can be asked to do the same for the EE application as well).

Yes, correct. The OPs situation is risky.

Exactly.

Anyhow, the point is one should be immediately withdrawn IMHO.

Yes! I agree... At some stage the candidate signed two Sched 4 forms with different intentions. He should have withdrawn his paper based NOM as soon as he got AOR for the EE one.

Very risky! If his application get's cancelled because of this the provinces will be communicated and it's quite likely that he'll never be able to get a nomination from either province...

Just from the interest I have rechecked what is exactly written in the nomination letter. and the catch is, that the acceptation of the nomination under EE is equal to Schedule 4.

Now I am curious how will this applicant end up and how this situation will be solved.

And one more clarification regarding your EE profile:

Can I have more than one Express Entry profile?
No. You may only have one profile at a time. This is set out in Canada’s immigration law.

However here is the chance, that you will stay unoticed (at least until the moment where you actually submit your application).

I received my GCMS notes dated 17 January, that is 40 days post AOR. The last update on my application was on 07 January with the last statement in the GCMS saying "FILE HELD AWAITING RESPONSE FROM PS REGARDING PC"

What is PS? What does that mean?
probably a typo for PA
