Most of the US applications are processed in Ottawa. However, I might be wrong as well. I am not sure the exact reason why it takes so long, but it depends on individual case. I Know a guy living just opposite me and had everything same as mine including education but different NOC, his file is in final review stage within 60 days (BG in progress since 15 days) so, he might be receiving PPR soon.
