FBI Summary Check has an e-number - which allows to cross-check.
However, yes, as you said, it is better to raise CSE and get it to VIO.

Just to clarify - we were not referring to true attested copies or unauthorised copies - just the water mark not been visible (solely because of the stationery used by the US PCC deptt.) do not render it an invalid copy. I can certify this as I did got my US PCC done again recently after my trip in Sep'16, it was on a better contrast water mark printed stationary and was visible in coloured scanned and my wife's was done last July'16 which had the watermark problem. Now am freaked out! the PCC I uploaded is a black and white copy of original with the certified translation.
