The Minister of Citizenship and Immigration, pursuant to section 10.3 of the Immigration and Refugee Protection Act, gives the annexed Ministerial Instructions Respecting Invitations to Apply for Permanent Residence under the Express Entry System (October 12, 2016).

MINISTERIAL INSTRUCTIONS RESPECTING INVITATIONS TO APPLY FOR PERMANENT RESIDENCE UNDER THE EXPRESS ENTRY SYSTEM (OCTOBER 12, 2016)

Determination — number of invitations

1. (1) For the purposes of paragraph 10.2(1)(b) of the Immigration and Refugee Protection Act, the number of invitations that may be issued during the period beginning on October 12, 2016 and ending on October 13, 2016 is 1,518.

Required rank

(2) Foreign nationals who, on October 12, 2016 at 12:18:33 UTC, have been assigned a total of 484 points or more under the Comprehensive Ranking System that is set out in the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, occupy the rank required to be invited to make an application for permanent residence.

Considering the number of nominations issued recently by ontario, it was expected to draw a higher number, but it is surprising that they didn't reach 1800. I would say half of the 1500 are nominations.

The thing is now we will be in the dark, as 2017 quotas are not out yet, and I'm guessing CIC doesn't want to do the same mistake they did last year by using up a lot of the quota before beginning of the year.

The pattern is aligning with the CIC Edmonton guy, that they will be increasing the ITAs "gradually".

No offence but you all need to understand the draw size increase holds no importance.

Its all about the score. They skipped a draw just because they want to keep the score at a certain level.

I don't think the score is dropping any time soon as much as I and all the others want it to. Its been a long long wait..

YES, looks like they are going to drag like this till the end of this year, Then they will introduce new rules.

I agree, more ITAs means nothing as long as the score doesn't drop.

And, for international student rules coming this fall, even if they provide extra 20-30 points (Just an example), it won't make any difference, since most Intl' students stand between 380 - 450. Just my thought!

It's too early to say this...
I (and many other members) always believed, it's always draw size (ITA#) which further decides cut-off score and is not other way around...
I liked this theory here... same thing rephrased here...
Let's wait for another draw to see the trend...

When are the quotas going to be/expected to be announced?

Yes, because the 2017 annual quotas for FSW and CEC have not been announced yet. Scores won't go down unless the quotas are announced.

Lets see, i think they will announce rules this fall, with effect from Jan 1.
