Express Entry CEC PR Application Cancelled For Incompleteness

MY Express Entry CEC Application was just cancelled for incompletion with the following letter.

Immigration, Refugees and Citizenship Canada (IRCC) has reviewed your application for permanent residence. We have determined that your application does not meet the requirements of a complete application as described in sections 10 and 12.01 of the Immigration and Refugee Protection Regulations. Your application is rejected for being incomplete and therefore, was not put into processing.

MEDICAL

The medical provided is Invalid as the medical has been assessed for Temporary residence only
Note: A full review of your application was not performed. There may be other elements, not identified above, which may also be missing or incomplete.

There is no other specific reason given.

I explicitly told the doctor I need a medical for Permanent residency Application. I just called them and they confirmed that the medical they submit for temporary and permanent residency applications are the same. I am completely lost on how to proceed. Any insights would be welcome.

This is strange. I know for sure that medicals for PR need to be reported as such. Perhaps the content of the tests is the same, but it's not the same administratively. Perhaps the price is different. Did you receive a number from your doctor? Try to get their explanation in writing so you can send it to IRCC.
