A couple of weeks ago there was an update from Ontario http://eefacts.com/news/settlement-fund-requirement-for-ontario-express-entry-update and there is a mention about a specific date: "on or after May 6, 2016" Is there any possibility for next draw to be related to this date somehow?

I think you may be right, CIC may want to new applicants fall under to meet new threshold

No draw means a couple of things.

Either it is completely innocent and the score will go up

Or there are few people let's say under 500 above 468 and a lot of people let's say 1000 at exactly 467. This kind of scenario would force them to wait one more week. But as a result the cut off will always stay 468 from here on.
