You're right. If EE is meant to be a replacement for PNP, FSWP, CEC and FSTP, then that announcement would effectively indicate that they would not accept any more FSWP applications starting this year (though technically, it would need to be a ministerial instruction that indicated the cancellation of the program).
I wonder though, Express Entry may still possibly be something that runs in parallel of the four economic streams, and this seems to be indicated by the April 8 announcement:
I wonder if Express Entry would be similar with PNP (only this time, it's Canada-wide), in the sense that applicants can apply to be included in the pool of entries, then anyone selected will be invited to apply either under FSWP, CEC, PNP or FSTP (and processed much faster), and at the same time, each of these four economic streams will still be individually available with its own eligibility criteria.
But of course, if EE is meant to completely replace the current economic streams, then the only way applicants can qualify for immigration through economic streams is through invitation by employer (i.e. job offer), and that would mean the majority of people who would have otherwise qualified under FSWP would no longer be eligible to apply...
